The Syrian President, Ahmed Al-Sharaa, issued Decree No. 188 of 2026 amending some items of the harmonized customs tariff schedule approved by Decree No. 110 of 2026, in terms of description, coding, duty rates, and application conditions.

The Director of the Department of International Relations and Cooperation at the Syrian General Authority of Ports and Customs, Mazen Alloush, said that amending some items in the customs tariff schedule comes within a vision to develop customs policy and support national production by reducing duties on requirements for renewable energy projects, medical equipment, and industrial machinery parts.

Alloush explained that the aforementioned decree aims to develop customs policy and enhance its role in supporting economic activity and national production, by reviewing the description, coding, duty rates, and application conditions for a number of items, in a way that takes into account the needs of different sectors and encourages investment, according to the Syrian News Agency, SANA.

He added that the reductions included electrical equipment, generators, transformers, cables and control devices related to these projects, pointing out that their importance lies in reducing the financial burdens on investors when securing the necessary equipment, and providing more suitable conditions for establishing and expanding projects, which contributes to diversifying energy sources and supporting production needs.

Alloush said: “The importance of this decree is evident in its timing, in light of the sharp rise in energy prices and the burdens it imposes on industrial facilities and other productive sectors, which reinforces the need to encourage investment in renewable energy and reduce the costs of its projects by reducing fees on a number of equipment and components allocated to wind energy generation projects, in a way that supports their economic feasibility and stimulates investment in them.”

At the industrial sector level, he explained that the amendments included discounts on machine parts and production requirements, which helps the beneficiary establishments reduce their costs, modernize their production lines, expand their activity, and enhance their competitiveness.

Alloush stressed that the decree took into account the needs of the health sector, by reducing fees on some specific medical equipment, which contributes to reducing the cost of securing them.

He added: "At the same time, the decree maintained the principle of protecting the national product. The reductions were not comprehensive for all goods, but rather targeted specific items, especially equipment and production inputs, while maintaining special application conditions for some items to ensure their use for their intended purposes, and achieving a balance between facilitating imports and supporting local industries."

He pointed out that the General Customs Administration continues to follow up on the implementation of the amendments and their conditions, and monitor their practical effects on the beneficiary sectors, in order to achieve the goals of the decree in stimulating investment and supporting national production and economic activity.
