Syria and the World Bank Group announced today, Sunday, their agreement to establish the “START Trust Fund to Support Recovery and Reconstruction in Syria,” a multi-donor trust fund aimed at providing concessional financing, investment guarantees, technical support, and capacity building.
In a joint statement issued by the two sides, it was stated that it was agreed to establish the Trust Fund to Support Recovery and Reconstruction in Syria (START), as a multi-donor fund to mobilize the necessary resources to support the next phase.
The agreement provides concessional financing, investment guarantees, technical support, and capacity building, with the aim of promoting economic recovery, achieving sustainable development, and attracting private investments.
The World Bank is managing the Fund in partnership with donors, institutions and development partners for Syria, in line with the priorities set by the Syrian state. The Fund will help mobilize international support and coordinate financing in a way that contributes to accelerating the pace of economic recovery, reconstruction and institutional reforms in Syria.
According to the statement, the Fund’s objectives, institutional framework, and proposed work mechanisms were reviewed during the round table meeting held on the sidelines of the 2026 World Bank and International Monetary Fund meetings in Bangkok.
The statement stated that development partners in the Arab region, European Union countries, the United States of America, regional and international financial institutions, national development agencies, and participants in the meeting expressed their support and keenness to contribute to this initiative.
