On Saturday, US President Donald Trump renewed his promise to give every adult American citizen $5,000 if Republicans win the House of Representatives and the Senate in the midterm elections scheduled for next November 3, linking the implementation of the plan to customs duty revenues and economic performance.
Trump posted on the “X” platform a video clip from his office, in which he said that the Republicans’ victory in Congress would allow him to implement what he described as “Trump’s bonus,” adding: “I will give all adult citizens in the United States $5,000.”
Trump said that the United States is “doing well” under Republican leadership, and that his administration is collecting “huge amounts” of tariffs and achieving, as he described it, record economic success.
On the other hand, Trump warned that a Democratic victory would lead to higher taxes and a severe economic decline, likening the potential repercussions to a “1929-style disaster.” He said that voters have a choice between what he described as “5 thousand dollars in every citizen’s pocket” and continued economic growth on the one hand, and the policies of the Democrats on the other hand.
The US President cited what he called the “warriors’ allowance” amounting to $1,776, which he said was disbursed to army personnel in December 2025, considering that the criticism that preceded its disbursement did not prevent his administration from implementing it.
Trump estimated the cost of what he called “Trump’s bonus” at about one trillion dollars, and he also talked about investments worth 21 trillion dollars in the United States during the past fifteen months, without providing in the clip details about the mechanism for calculating these numbers or how to finance the payments.
The renewal of the promise comes after Trump first raised the idea last September during a Republican Party conference in Dallas, when he likened the payment to distributing a company's profits to its shareholders, noting that the money should be spent within the United States.
Subsequently, Vice President J.D. Vance said that the plan would not include the wealthy, while he suggested that its financing be from customs duty revenues.
Depending on the number of adults in the United States, granting $5,000 to each adult citizen could have a total cost of more than $1.2 trillion. The implementation of any program of this kind requires the approval of Congress, as Congress has the constitutional authority over federal spending.
Republican Senator from Ohio, Bernie Moreno, announced in September his willingness to prepare a bill to pass what he called “Trump’s bonus” after the midterm elections.
Trump's renewal of financial promises comes at a time when the race for Congress is heating up, with the two parties competing for the House of Representatives and the Senate before the November 3 elections, which will determine the shape of the majority in Washington during the second half of Trump's term.
